Implementation of ADR80/03 Emission Control for Heavy Vehicles for new model vehicles from 1 January 2010

From 1 January 2010 all new model vehicles of the M and N categories, with a GVM greater than 3.5 tonnes must comply with ADR80/03.

The Administrator of Vehicle Standards advises that all applicable new model vehicles with a “date of manufacture” on or after 1 January 2010 must comply with ADR80/03 before they can be supplied to the Australian market for use in transport.

The “date of manufacture” is the date the vehicle is available in Australia in a condition which will enable an identification plate to be lawfully affixed to the vehicle. (This means that the “date of manufacture” cannot be before the vehicle arrives in Australia.)

For the purpose of this advice, a new model vehicle is a vehicle of a model that has not been granted an Identification Plate Approval prior to 1 January 2010.

On the basis of the above, the following apply to new model vehicles with a “date of manufacture” on or after 1 January 2010:

1. All new model vehicles of the M and N categories, with a GVM greater than 3.5 tonnes that do not comply with ADR80/03 must be made to comply with ADR80/03 before they can be supplied to the Australian market for use in transport.

2. All new model vehicles of the M and N categories, with a GVM greater than 3.5 tonnes that do not comply with ADR80/03 cannot be fitted with an identification plate.

Please note that the Vehicle Safety Standards Branch’s service charter requires an Identification Plate Approval (IPA) to be issued within 32 days of receipt of the last piece of satisfactory evidence. Issue of an IPA prior to the implementation date of ADR80/03 cannot be assured where the evidence is received after 30 November 2009.

Please note that passenger vehicles must be completed to the point of being able to carry passengers before an Identification Plate can be lawfully fitted.

As announced on 29/07/2009, RVCS users would be required to update all forms to accept the new 6 character ID format. As of today, any data file submitted that was last saved with the old 5 character format will be rejected. ANNOUNCEMENT REGARDING ALL FORMS.

 

 

From 1st August 2009, RVCS users will be required to use form templates with mandatory 6 character length ID numbers.

RVCS users will be required to upgrade all SE form templates to the latest revisions with this ID format. Until 1st September 2009, submissions with IDs in old 5 character format will still be accepted for processing. During this interim period, to ensure only the latest revision forms are downloaded, individual forms on the Form Downloads webpage will be temporarily removed leaving only the All Forms for Windows (forms.zip file), the Chlist.txt and the BoostList.txt available for downloading.

Any submission of data files created and last saved using the old 5 character format that are received after 1st September 2009 will be rejected. Individual form downloads will be available shortly after this date.

ANNOUNCEMENT REGARDING THE LOW VOLUME TRAILER SCHEME.

 

 

From 1 July 2009 the Low Volume Assessment Scheme for Heavy Trailer Braking Systems (commonly known as the Low Volume Trailer Scheme) will cease.

All new trailers, irrespective of numbers, must be certified under the procedures published in Administrator’s Circular 0-3-6 – Certification Procedures for Trailers. This Circular was issued in March 2009 and can be downloaded from the menu item ‘Administrator’s Circulars’.

Low volume trailer applications received on or after 1 July 2009 will not be accepted.

ANNOUNCEMENT REGARDING ALL SE FORMS:

 

 

As VSS anticipates RVCS reaching it's limit of 9999 ID numbers, we are upgrading RVCS to accomodate the addition of an extra character to extend the numeric character series to 99999. This has entailed revising forms to accept and mandate a 6 character entry into every ID field. Initially, this will be only for new and updated forms. However, soon all RVCS users will be required to upgrade all form templates to revisions with this update that will mandate entry of IDs in this format.

All data files last saved with earlier before this upgrade will display a red double ended arrow next to L, S, A, D, P or T#### ID field when opened. Only in the case where a data file is yet to be submitted should the user update the ID field (as above) and resave.

If your ID number is in the format T1234, please precede your ID number with a 0 (e.g. T01234).

ANNOUNCEMENT REGARDING EVIDENCE SUBMISSION FOR ADR 62/02:

In the absence of an SE 62/02 form. The interim procedure of submission of evidence via a Revision 2.7 or later (see above for link to download) Blank Form is acceptable (for submission of test results, please attach a 62/01 form to the blank form). Earlier Revisions of the Blank Form are uncceptable.
